Some pilots are surprised to learn that flight service specialists still exist. They assume 1-800-WX-BRIEF is an automated recording, or the job disappeared years ago.
Christina Jones and David Villa hear that surprisingly often. They work for Leidos Future Flight Services in Fort Worth, Texas, and their answer is simple: The phone is still answered by a person, 24 hours a day, 365 days a year. "We're always there," Jones said.
Jones is a flight data coordination specialist and the communicator-educator of International Association of Machinists and Aerospace Workers Local 2011. Villa is the local's president and a flight service specialist with more than three decades on the job, going back to when the operation was still run directly by the FAA.
Villa joined Flight Service in 2000 after serving as a U.S. Army aviation operations specialist. He has worked through FAA management, privatization under Lockheed Martin, and the transition to Leidos. Even so, he's only around the midpoint of the seniority list. "I just broke the halfway mark last year," Villa said.
For Villa, much of the job satisfaction comes from student pilots who call without fully understanding the conditions ahead. "When I'm talking to somebody on the phone about the weather and get them to actually understand what's going on and why they either can't fly right now or why they have to divert around," he said, "it's kind of gratifying."
Specialists provide weather briefings, help pilots file and close flight plans, handle in-flight requests, issue notams, and initiate search-and-rescue efforts for overdue aircraft. Much of the same information also flows through third-party flight planning apps, often without pilots realizing flight service is behind it.
Villa now briefs pilots across the western United States from a console in Fort Worth. When he entered flight service, 58 stations covered the country, allowing specialists to develop intimate knowledge of local weather. "I knew all the microclimates," he said of his former Northern California and Nevada territory. Today's technology lets specialists overlay a pilot's route with radar, satellite imagery, meterological aerodrome reports, terminal area forecasts, and adverse weather, but they also cover far more territory. "I dealt with one major climate with the West Coast," Villa said. "Now I brief about six to seven different weather patterns, depending on what's going on during the day in each area."
The numbers show the scale of the workload. Jones and Villa said flight service received approximately 480,000 preflight calls and 119,000 in-flight calls in 2025, while handling about 56,000 overdue-aircraft cases. About 90 to 95 flight service specialists nationwide handle those briefing calls, according to Jones and Villa.
When a flight plan's estimated arrival time passes, flight service begins a communications search. Specialists contact the destination airport, attempt to reach the pilot, check the departure airport, and look for signs the aircraft landed elsewhere.
If the aircraft remains overdue, the search broadens quickly. Air traffic facilities, the Air Force Rescue Coordination Center, and airports along the planned route are notified as specialists work to narrow down the aircraft's location.
Experienced specialists can also accelerate that process when circumstances warrant. "If your intuition is telling you, 'There's something very wrong with this,' you can declare an information request right away," Jones said, once the initial overdue period has passed and the required information is available. That human judgment has mattered.
Villa remembers working in Hawaii when he heard an Alaska Airlines crew transmitting to an aircraft in distress near Molokai. He could only hear the airliner's side of the exchange. "I just heard the one contact," Villa said. It was enough. "We launched search and rescue on it based on that one call."
The aircraft had not gone into the ocean, as Villa initially feared. The pilot had managed to put it down on an outcropping along the cliffs of Molokai, below the line of sight of flight service's radio equipment. "They managed to find them," Villa said. "There were, I think, four people in the plane." He received a commendation for the case.
Most overdue-aircraft cases are less dramatic. Often, a pilot simply forgets to close a flight plan. Villa doesn't mind those calls. "You call in and tell us, 'Hey, I forgot to close my flight plan. I just got done, tied up, whatever. Can you close me out?' Yeah, sure, we've got you safe on the ground."
What concerns them more are pilots who don't file at all. Jones compares a flight plan to a free insurance policy. "If you're not where you're supposed to be, where you said you would be, 30 minutes past that time, we're looking for you," she said.
Without a flight plan, no one may know there's a problem until a family member calls hours later. "When we get a family concern, we're sitting up and taking notice," Jones said. Those searches begin with far less information, often lacking details about the route, fuel stops, or the aircraft's last known location.
Villa said flight service hears most often from student pilots and longtime users, but less from pilots in between. Jones worries that too many pilots are trying to read complex weather on their own. "Pilots are not weather experts," she said.
Villa gave the example of a recent briefing in Colorado. Thunderstorms over the mountains were dissipating. A pilot might have seen the rain or lightning disappear and think the worst had passed. Villa was looking at what the storms left behind: downdrafts, gusts, turbulence, and shifting winds. That level of interpretation takes years to develop. "You're serviceable at about seven months," Villa said. "It probably takes like two to two-and-a-half years before the light bulb goes on and you actually see what's causing the weather instead of just telling people, 'Well, it's IFR conditions till 10.'"
Both Villa and Jones describe aviation's shift toward centralized call centers and self-service tools as gradual rather than sudden. At the same time, the FAA plans to reduce parts of its flight service radio network, which Villa said could affect pilots flying low. "If you're flying below 2,500 feet above ground level, you may not have radio reception."
At the same time, the flight service workforce is getting older, with few younger specialists coming in. "Our highest seniority guy has 51 years," Jones said. "Our lowest, I want to say 15 or 16." That gap worries them more than any single technological change. "Once you lose a Flight Service specialist, you've lost decades of knowledge," Jones said.
Flight data takes time to learn. Weather briefing takes longer. Some of the knowledge comes only from years on the job: knowing the pilot who is never late, the operator whose flight plans routinely fail to close properly, or the airport where the same communications problem keeps coming up. That familiarity helps specialists notice when something isn't right. Jones worries that artificial intelligence can't replace that kind of judgment. "I don't believe AI is capable of doing the job as it is," she said. "If it doesn't know the answer it's just going to make it up." In aviation she said, uncertainty has to be acknowledged rather than hidden. "You need to have somebody who can say, 'I don't know. Let me find out.'"
Much of flight service's work happens before an airplane leaves the ground. The weather briefing that convinces a pilot to delay a flight, the flight plan that triggers a search when an aircraft goes overdue, or the specialist who spots a developing hazard rarely makes headlines. But Jones and Villa worry that as veteran specialists retire, the expertise behind those decisions may disappear with them.
Flight service specialists are more than a voice on the radio. They are trusted partners who know pilots as people, not just a tail number.
