While your aircraft insurance policy includes Mexico as an approved territory, the Mexican authorities do not recognize it and require the aircraft owner to purchase a separate liability policy from a Mexican insurance company for flights into Mexico. Typically, this policy can be purchased through the same insurer providing your primary coverage; the premium ranges from $100 - $300. For that premium, you receive a 2-3 page Mexican liability policy in Spanish with low liability limits that must be carried on board the aircraft when entering Mexico.
If your flight plan takes you over Mexico while en route to or returning from another country, you should purchase a Mexican Liability policy to have on board in case you have to land in Mexico due to a mechanical event or emergency. In addition, if the flight is a commercial flight (e.g., Charter Flight), the premium is more expensive, and the Mexican policy must state coverage is for a commercial flight.
